The term of office for members shall be for a period of four years, except that the terms of office for the members first appointed shall be as follows:

One member for one year, ending December 31, 1995;

Two members for two years, ending December 31, 1996;

Two members for three years, ending December 31, 1997;

Two members for four years, ending December 31, 1998.

Members may succeed themselves and serve consecutive terms. Any vacancy shall be filled by the mayor with consent of the council for the unexpired portion of the vacant term. [Ord. 590 § 4.]
