The officers of the commission shall be a chair, vice-chair and secretary. The board shall, at its first meeting of each year, elect the officers required, except that the mayor, with consent of the council, shall designate the first chair. Officers shall hold their office for one year. If a vacancy occurs in any of the offices as set forth, the members shall elect another member to fill the unexpired term of the vacant office.
