A business license for the home occupation shall not be issued until a seven-working-day appeal period of an administrative approval has elapsed from the date of approval. An appeal shall automatically stay the issuance of the license until such appeal has acted thereon. In the event the planning commission or city council acts to approve the home occupation when it is appealed, the business license may be issued immediately thereafter. The business license shall indicate that the business is a home occupation and shall give the date of approval of same by the city planner, the planning commission, or the city council. The license for a home occupation shall not be transferable, and the privileges it grants shall be limited to the person(s) named on it and to the location and activity for which it was issued.
