A. Development Permit Required. A development permit shall be obtained before construction or other development begins within any area of special flood hazard established in TMC 15.15.070. The permit shall be for all structures, including manufactured homes, as set forth in TMC 15.15.050, Definitions, and for all development, including fill and other activities, also as defined in TMC 15.15.050.

B. Application for Development Permit. Application for a development permit shall be made on forms furnished by the community development department and may include but not be limited to plans in duplicate, drawn to scale, showing the nature, location, dimensions, and elevations of the area in question; and the locations of existing or proposed structures, fill, storage of materials, and drainage facilities. Specifically, the following information is required:

1. In riverine flood zones, the proposed elevation (in relation to mean sea level), of the lowest floor (including basement) and all attendant utilities of all new and substantially improved structures; in accordance with the requirements of TMC 15.15.170.

2. Proposed elevation in relation to mean sea level to which any nonresidential structure will be floodproofed.

3. Certification by a registered professional engineer or architect licensed in the state of Oregon that the floodproofing methods for any nonresidential structure meet the floodproofing criteria in TMC 15.15.180; and

4. Description of the extent to which any watercourse will be altered or relocated.

5. Base flood elevation data for subdivision proposals or other development when required per TMC 15.15.140 and 15.15.170(D).

6. Substantial improvement calculation for any improvement, addition, reconstruction, renovation, or rehabilitation of an existing structure.
