The purpose of this chapter is to define the method of calculation and procedures to be followed in the assessment of water system development charges (SDC). These charges are intended to impose the capital cost of water system facility improvements upon those developments that create the need for, or increase the demands, for such capital improvements. The SDC imposed is separate from and in addition to any applicable taxes, assessments, charges, or fees otherwise provided by or imposed as a condition of development. [Ord. 956 Art. 1, 2019.]
