A. The areas of park land within the city used in the calculation of park SDCs shall include all park land open to public use and distinguish between park land owned by the city and leased land with existing facilities of the city. Areas of park land available for active and passive recreation that do not require further development to be available for recreational use shall be inventoried as meeting the city’s planning standard for park use.

B. The population projections to be used in the calculation of park SDCs shall be the projection in the Cities of Talent and Central Point Combined SDC Study: Preliminary Findings 2005. Any adjustments to the population projection at annual review shall be consistent with the population projection in the annual Portland State University populations estimate.

C. The park SDC imposed and collected pursuant to this chapter shall be accounted for and disbursed to provide park and recreation facilities within and adjoining the urban growth boundary as shown in the Talent capital improvements program for parks. [Ord. 791 Art. 4; Ord. 729 Art. 4.]
