A. The methodology for determining the transportation SDC is included as an appendix* to the ordinance codified in this chapter. Included in the appendix are: Table I, Fee Calculations; Table II, SDC Calculation; and Table III, Transportation SDCs by Land Use. The transportation system development charge is composed of three elements: reimbursement fee, improvement fee and the administrative cost recovery. The latter represents the total administrative costs to manage calculations, billing and collection of these charges.

B. While the methodology study completed in 2005 provides the justification for establishing a rate of $3,192, as indicated in Table II of the appendix, the city council sets the rate at 75 percent of this allowable amount. The city council reserves the right to adjust the rate in the future up to the rate established by the 2005 study as may be warranted. An adjustment to this allowed amount could be made following the appropriate rate change amendment procedure defined in Chapter 13.35 TMC. [Ord. 904 Art. 6, 2015; Ord. 790 Art. 6; Ord. 728 Art. 5.]
