It shall be the duty of the owner of any property to provide the facilities for sewage disposal, and no person, firm or corporation shall occupy any premises within the city of Talent, which premises do not have the sewage facilities as provided for in this chapter. Each and every person, firm or corporation in possession of any such building or structure, or any part thereof, shall be held jointly and severally responsible for occupation in violation thereof.
