All toilets within the city of Talent are hereby required to be either connected with the sewer system of the city of Talent, where possible, and if not possible then same are hereby required to be connected to and equipped with a septic tank of sufficient size and capacity to accommodate the sewage to be received by it, said septic tank to be of approved type or design.
