The owner of any building occupied by humans situated within the city and abutting on any street in which there is now, or may in the future be, located a city water main, is hereby required at his/her expense to connect said building directly with the proper city water main in accordance with the provisions of this chapter within 90 days after date of notice by the city to do so; provided, that said water main is within 200 feet of the nearest point of the building.
