If, in the opinion of the council, the cost thereof is in excess of what it is prepared to advance, or it questions the economic advantage to the city of making such advance, it shall determine the cost of such line. [Ord. 910 Art. 5, § 3, 2016; Ord. 878 Art. 5, § 3, 2015.]
