No person shall use or occupy any portion of a street or sidewalk for the purpose of vending goods, wares or merchandise by public outcry, or otherwise; except as permitted by the general terms of a resolution of the city council allowing such activities in connection with public festivals and fairs and other like occasions held within the city.
