No person in charge of property shall permit rainwater, ice or snow to fall from any building or structure upon any street or sidewalk, or to flow across any sidewalk; and the person in charge of the property shall at all times keep and maintain in the proper state of repair adequate drain pipes, or a drainage and storm water system, sufficient to carry to the street or other designated storm water system any overflow storm water accumulating on the roof or about the building. All storm water should be directed to a designated public storm water system. If a public system is not available, the property owner is responsible for constructing and maintaining a similar system to manage any excess storm water. [Ord. 942 § 11, 2018.]
