No person shall deposit any foul, decayed, putrid or offensive substance, such as dead animals or fowl, garbage, rubbish, leaves, weeds, cans, manure, or animal feces, sewage or other refuse or rubbish along the bank of or in any canal, ditch, creek, or river; in any street, alley, or park; or upon any lot, place or premises in the city, whether public or private.
