Certain items designed or marketed for use with illegal drugs have been retailed in various areas in the state of Oregon, and there is a real likelihood that such retail outlets may start within the city of Talent in Jackson County, Oregon. It is recognized that such items in themselves may be legal retail items, so that their sale cannot be banned. There is also evidence that these items are designed or marketed for use with illegal cannabis or drugs and it is in the best interests of health, safety and welfare of the citizens of the city of Talent to regulate within the city the sale of items designed or marketed for use with illegal cannabis or drugs.
