All surcharge revenues collected pursuant to this chapter shall be distinctly and clearly noted in both the revenue and expenditure sections of the city parks fund budget and shall be used only for the maintenance, operation and administration of Talent city parks and costs incidental thereto as well as recreation programming in order to help provide for a safe, well-functioning parks maintenance and operations program. The surcharge paid and collected by virtue of this chapter shall not be used for general or other governmental or proprietary purposes of the city except to pay for the equitable share of the cost of accounting, management and government that is attributable to the fund, which shall not exceed five percent of the gross revenues of the fund during any fiscal year.
