The following words and phrases whenever used in this chapter shall be construed as defined in this section unless from the context a different meaning is clearly intended:

“City manager” means city manager or the city manager’s designee.

“Emergency” means any human-caused or natural event or circumstances causing or threatening to cause loss of life, injury to person or property, human suffering or financial loss, and includes but is not limited to fire, explosion, flood, severe weather, drought, earthquake, spills or releases of oil or hazardous material, contamination, disease, blight, infestation, civil disturbance or riot.

“ICS” means incident command system.

“NIMS” means National Incident Management System, a nationwide approach for federal, state, local and tribal governments to work together to effectively and efficiently prepare for, prevent, respond to, and recover from domestic incidents regardless of cause, size or complexity.
