The city engineer has the authority to apply standard engineering practices, the Storm Drainage Design Standards (Res. 517), the floodplain damage prevention ordinance, the city’s standard drawings, and other applicable technical standards to the designs and specifications of all development within city rights-of-way, facilities to be dedicated to public use, and private improvements that tie into, or otherwise have an impact on, public infrastructure. The city engineer may also be asked to review complex projects in conjunction with the building official by the community development department or the planning commission. A decision of the city engineer may be appealed to the city council within 10 calendar days of the written decision of the city engineer, subject to the requirements for a city council appeal hearing.
