All billboards and other off-premises advertising signs, except as otherwise provided in TMC 18.120.060(B), are hereby declared a public nuisance. Any sign nonconforming under this section and in existence on the date of the ordinance codified in this title, if on private property, shall be removed immediately upon change of ownership of the property upon which the sign is located.
