The purpose of this title is to encourage the appropriate and orderly physical development in the city through standards to regulate and control the location and use of the land, buildings and structures for residential, commercial, industrial, and other purposes; meet the policies and text of the comprehensive plan of the city of Talent; to provide assurance of opportunities for effective utilization of land; and to promote in other ways the public health, safety, convenience and general welfare.
