A. The city of Talent building official is enabled to promulgate the state building code as city law and, where necessary and permissible, to enact rules providing for local administration of the state building code which, altogether, is intended to govern construction, reconstruction, alteration and repair of buildings and other structures and the installation of mechanical devices and equipment therein, and to require the correction of unsafe conditions caused by earthquakes in existing buildings.

B. The rules adopted and published pursuant to this section shall be at the direction and under the authority of the building official in full compliance with the state building code pursuant to ORS 455.010 et seq. and related administrative rules and, once adopted by the building official and ratified by the city council under this chapter, will be city law and enforced as such.

C. The city of Talent may adopt by ordinance or resolution such fees as may be necessary and reasonable to provide for the administration and enforcement of any specialty code or codes for which it has assumed responsibility, and hereby adopts and ratifies those fees in existence as of the date of the ordinance codified in this chapter.
