A. Storm water SDC shall be due and payable prior to issuing a building permit. With consent of the city manager the applicant may submit a bond or other acceptable financial reservation due and payable at the time of building occupancy.

B. To allow private industry to plan future expansions and allow the city to plan for storm water capacity, the city may enter into development agreements which provide defined capacity in the future at specific time intervals. Any deferral of payment for future capacity will be subject to a bond or other guarantee of future payments. [Ord. 789 Art. 8; Ord. 731 Art. 7.]
