A. The water SDCs initially established January 1, 1997, by the city council shall be adjusted annually by the rate of inflation consistent with Chapter 13.35 TMC.

B. The Water System Development Charge Financial Analysis prepared by Hansford Economic Consulting in March of 2019 provides the justification for establishing a rate of $5,185 per ERU based on the components stated in TMC 13.50.030(C) and as detailed in Appendix A* to the ordinance codified in this chapter (Exhibits 1 through 8). The city council has the right to adjust the rate in the future as warranted following the appropriate rate change procedure defined in Chapter 13.35 TMC and the ORS. Appendix A, Exhibit 8, indicates the SDCs to be charged based on size of water meter effective with the adoption of the ordinance codified in this chapter. [Ord. 956 Art. 4, 2019.]
