The purpose of this chapter is to establish the methodology to be used, and procedures to be followed, to assess transportation system development charges (SDC). Revenues generated from these charges are to be used to finance necessary capital improvements to the city’s transportation system. These improvements are deemed necessary to improve the city’s capacity to manage the resulting impacts from the additional burden attributed to development. The city shall collect the transportation SDCs from each applicant for a building permit for new construction at the time the permit is issued.
