All water services shall be metered. The sum of money to be determined, as set forth in TMC 13.05.700, shall be paid to the city prior to the installation of the meter. Meters will be installed in the street or sidewalk area and shall be owned by the city and installed and removed at its expense. No rent or other charge will be paid by the city for a meter or other facilities, including connections. The city will seal all meters at the time of installation, and no seal shall be altered or broken except by one of its authorized employees or agents.
