The water service charges begin when a service connection is installed and the meter is set, unless the water is ordered to be left shut off when the service connection is ordered to be installed. Before water is turned on by the city for any purpose whatsoever, the property owner/authorized agent must sign an application form in which he/she guarantees payment of future water bills for the service and pays the required application deposit. The person signing the guarantee form or meter set form will be held liable for water used until the city is notified in writing to discontinue service, or to transfer the account to another property owner/authorized agent.
