The costs and expenses of local improvements which may be assessed against the property specially benefited by the improvement shall include the costs of construction and installation of the improvement; advertising, legal, administrative, surveying, engineering and assessment costs; financing costs, including interest charges; the cost of any necessary property, right-of-way or easement acquisition and condemnation proceedings; and any other necessary expenses.
