Whenever the council considers it necessary to require that special improvements be made and be paid for in whole or in part by special assessment, or if the owners of two-thirds of the property to benefit specially from an improvement request by written petition that the council make a local improvement motion, the council shall by motion direct the staff to make a survey and written report of such project and file the same with the city recorder. Unless the council shall direct otherwise, such report shall contain:

A. A plat or map showing the general nature, location and extent of the proposed improvements and the land to be assessed to pay all or any part of the cost thereof.

B. Preliminary plans and specifications reasonably necessary to arrive at an estimate of the total cost of the project and to give the members of the public adequate information as to the nature, extent and location of the proposed project.

C. An estimate of the probable cost of the improvement, including the legal, administrative and engineering costs attributable thereto.

D. A recommendation as to the method of assessment to be used to arrive at a fair apportionment of the whole or any portion of the cost of the improvement to the property specifically benefited.

E. An estimate of the unit cost of the improvement to the specially benefited properties.

F. The address, tax lot number and assessed valuation of each lot or parcel of land to be specially benefited by the improvement, with the names of the owners thereof according to the records of the county assessor.

G. A statement showing outstanding assessments against the property to be assessed.

H. Any other information required by the council. [Ord. 897 § 2, 2015.]
