No person shall drive a vehicle within a city park at a speed greater than is reasonable and prudent having due regard for traffic, surface and strength of roadways, hazards at intersections and other conditions then existing. In no case shall a person operate a vehicle in speeds in excess of 15 miles per hour, unless otherwise posted.
