No structure shall be placed on any property under the provisions of this chapter without a temporary building permit for said purpose. No such permit shall be issued unless the use is for the purpose permitted by this chapter and the applicant agrees in writing, at his cost and expense, to remove the structure within the period for which the permit is issued. Unless waived by the city council, the applicant shall file with the city recorder a bond in favor of the city with adequate surety in an amount not less than $1,000, conditioned on the undertaking that the structure be removed from the premises within the time specified and that the applicant will comply with the other requirements of this chapter.
