A. At the time the application is filed the applicant or responsible party may submit a written request to have the city waive payment of all or part of the rental fee. The city, through its authorized representative the city manager, at its sole discretion may waive the rental fee for the premises if the applicant is a private nonprofit entity or unincorporated association that is located in the city or that provides services within the city.

B. If the city denies a request for waiver of the rental fee, the applicant shall pay the rental fee before the rental agreement is executed. [Ord. 807 § 11.]
