It shall be the responsibility of the city manager or his/her designee, to develop a schedule for the use of the premises. In determining that schedule, priority shall be given first to all government activities. The city manager or his/her designee may also designate other classes of government or nonprofit use for second or subsequent levels of priority. Any other priority of use shall be determined on a first come, first served basis once an application is deemed complete. [Ord. 807 § 4.]
